  Administrative Record The documents that form the basis for the selection of a response action at a FUDS site, and act as a vehicle for public participation in selecting a response action. Guidelines: CERCLA and 40 CFR §300, Subpart I; and Office of Solid Waste and Emergency Response (OSWER) Directive 9833-3A-1, Final Guidance on Administrative Records for Selecting CERCLA Response Actions (December 3, 1990).  
ASR Archives Search Report Includes a historical records search, interviews with knowledgeable personnel, and interpretation of aerial photos and old maps to gain a better understanding of the types and amounts of UXO hazards potentially present.  
CERCLA Comprehensive Environmental Response, Compensation, and Liability Act Commonly known as Superfund, this legislation was enacted by Congress on December 11, 1980. This law created a tax on the chemical and petroleum industries and provided broad Federal authority to respond directly to releases or threatened releases of hazardous substances that may endanger public health or the environment. CFR Code of Federal Regulations The Code of Federal Regulations (CFR) is the codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government.   Completion Consistent with CERCLA, DERP, and applicable Executive Orders and regulations, environmental response activities under the Installation Restoration or Military Munitions Response program categories shall be considered "response complete" when all the response objectives identified in an appropriately signed ROD or other formal decision document have been achieved and documented.  
CSM Conceptual Site Model A basic description of how contaminants enter a system/site, how they are transported within the system/site, and where routes of exposure may occur. Provides an essential framework for assessing risks from contaminants and developing remedial strategies.  
  Data Quality Objectives A set of statements indicating why data are needed, what the data must represent, how the data will be used, and how much uncertainty is tolerable.  
  Decision Document A document that states the objectives of the selected response action and documents all applicable or relevant and appropriate requirements (ARARs) that apply to the action at the time of signature. Serves, in part, as certification that the response action was selected in accordance with the requirements of CERCLA and the NCP, and met requirements to provide the public opportunity for comment.

EE/CA Engineering Evaluation/Cost Analysis An official document that evaluates feasible and cost-effective alternatives for proposed removal actions, and recommends a specific removal action.

GPO Geophysical Prove-Out A field procedure to verify that methods and equipment proposed for use on a project are capable of achieving the required results.  
HTRW Hazardous, toxic, and radioactive waste Items that may present a threat to human health and the environment through repeated and accumulated exposures to certain contaminants above acceptable exposure limits.  
IC Institutional Controls Actions, such as land use controls, that help minimize the potential for human exposure to contamination by ensuring appropriate land or resource use. Institutional Controls (ICs)
INPR Inventory Project Report A preliminary assessment of eligibility for inclusion of a site in the FUDS program. Chapter 6: Preliminary Assessment of Eligibility (PDF Document)
LTM Long-Term Management Environmental monitoring, review of site conditions, and/or maintenance of a remedial action to ensure continued protection as designed once a site achieves Response Complete. Examples of LTM include fence monitoring and repair, five-year review execution, and land use control enforcement actions.  
LUC Land use controls Any type of physical, legal, or administrative mechanism that restricts the use of, or limits access to, real property to prevent or reduce risks to human health, safety, and the environment. The objective of LUCs is to ensure that future land use remains compatible with the land use that was the basis for the evaluation, selection, and implementation of the response action.  
MC Munitions constitiuents Any materials originating from unexploded ordnance, discarded military munitions, or other military munitions, including explosive and nonexplosive materials, and emission, degradation, or breakdown elements of such ordnance or munitions. MEC Munitions and Explosives of Concern This term, which distinguishes specific categories of military munitions that may pose unique explosives safety risks, means: a. Unexploded Ordnance (UXO), as defined in 10 U.S.C. 2710(e)(9); b. Discarded Military Munitions (DMM), as defined in 10 U.S.C. 2710(e)(2); or c. Munitions Constituents (e.g., TNT, RDX) present in high enough concentrations to pose an explosive hazard. Note: This term often is used interchangeably with the term Ordnance and Explosives (OE), though the former is currently preferred by USACE.EP 385-1-95a
MM Military Munitions All ammunition products and components produced for or used by the armed forces for national defense and security, including ammunition products or components under the control of the Department of Defense, the Coast Guard, the Department of Energy, and the National Guard. MMRP Military Munitions Response Program DoD program established in 2001 to address UXO, discarded munitions, and munitions constituents used or released in support of military readiness.
NCP National (Oil andHazardous Substances Pollution) Contingency Plan Provides the organizational structure and procedures for preparing for and responding to discharges of oil and releases of hazardous substances, pollutants, and contaminants. TheNCP is applicable to response actionstaken pursuant to the authorities under CERCLA and section 311 of the Clean Water Act, as amended. RCRA Resource Conservation and Recovery Act Federal legislation designed to RCRA's goals are to: provide protection from the hazards of waste disposal; conserve energy and natural resources by recycling and recovery; reduce or eliminate waste, and clean up waste which may have spilled, leaked, or been improperly disposed.   Removal Action Cleanup or removal of MEC from the environment, to include the disposal of removed materiel. The term includes, in addition, without being limited to, security fencing or other measures to prevent, minimize, or mitigate damage to the public health or welfare or to the environment. RI/FS Remedial Investigation/ Feasibility Study The RI serves as the mechanism for collecting data to characterize site conditions; determine the nature of the waste; assess risk to human health and the environment; and conduct testing to evaluate the potential performance and cost of the remedial alternatives that are being considered. SARA Superfund Amendments and Reauthorization Act of 1986 This legislation amended the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) on October 17, 1986, and made several important changes and additions to the program. SARA Overview

TCRA Time Critical Removal Action An action such as surface clearance, fencing or other measures to deny access, restrictive signs to warn of the hazards, or a combination of the foregoing, initiated to limit or eliminate exposures where immediate or acute threats to human health and the environment are identified under circumstances that call for a response within a few months.  
UFGS Unified Facilities Guide Specifications A set of specification documents developed collaboratively by Headquarters USACE, Naval Facilities Engineering Command (NAVFAC), and the Air Force Civil Engineer Support Agency (AFCESA).
