Post-Closure Development

Following the closure of Camp Elliott, the property not incorporated into MCAS Miramar was disposed by the GSA through land exchanges, grants, and sales. A large block annexed by the City of San Diego became Mission Trails Regional Park. Other parcels were acquired by the San Diego Unified School District and private parties. Developers established the community of Tierrasanta, and the Murphy Canyon Naval housing complex was built on a portion of the western mesa top.


Key Events - Tierrasanta


1960s: The City of San Diego and the San Diego Unified School District acquire portions of the former Camp Elliott property.
1964 - 1973: Three branches of the US Armed Forces perform ordnance clearances (three different events).
1960s: Christiana Community Builders acquires a portion of the former Camp Elliott property and begins development of the Tierrasanta community.
1970s: The Murphy Canyon Naval housing complex is built.
1983: Two boys are killed after discovering unexploded ordnance.

Key Events - Mission Trails


1960s: The City of San Diego acquires portions of the Camp Elliott property for uses including schools and a regional park.
1974: The Mission Trails Regional Park (MTRP) is established on land acquired by the City of San Diego. MTRP opens in 1978 as one of the largest urban parks in the United States.
1995: The MTRP Visitor and Interpretive Center opens.

Post-Camp Elliott Activities at the Tierrasanta and Mission Trails FUDS Project Areas

Significant post-closure investigation and clearance activities have been conducted for those FUDS project areas at the former Camp Elliot that now lie within Tierrasanta or the MTRP.

Timeline of Post-Closure Events


1964 - 1973: Three branches of the US Armed Forces perform ordnance clearances (three different events).
1984, 1985: The Navy conducts surface clearance operations in Tierrasanta open space areas.
1986: Report of Ordnance Contamination, Risk Assessment and Clearance Alternative Analysis on the Former Camp Elliott.
1988: The USACE conducts a Feasibility Study for removal of UXO from open space areas in Tierrasanta and Mission Trails.
1988: The USACE issues a Record of Decision for the portion of the former Camp Elliott that encompasses Tierrasanta.
1990 - 1995: The USACE conducts ordnance clearance operations on approximately 1,900 acres of public lands within Tierrasanta. This operation removes 6,000+ ordnance items including small arms and larger munitions, 48,000+ pounds of ordnance debris, and nearly 184,000 pounds of trash.
1991: The USACE completes an Inventory Project Report (INPR) for FUDS project areas associated with the former Camp Elliott.
1992 - 1995: The USACE conducts ordnance clearance operations in the FUDS portions of Mission Trails Regional Park (the areas from North and South Fortuna west to Tierrasanta).
1999 - 2002: The first Recurring Review is conducted for the Tierrasanta site.
2002 - 2003: The first Recurring Review is conducted for the Mission Trails site.
2004: Recurring Reviews are initiated for both Tierrasanta and Mission Trails.
2006: Work Plans and Preliminary Site Analysis documents are developed, and Site Visits are implemented.
